Fix containerd/containerd#10897
In CNIs, most tasks are performed simply, and usually Golang implementation.
However, in multi-core environments(specially above 32C), the initialization of the go runtime takes too long time, there should be no need to do this, so adding GOMAXPROCS makes sense, perhaps should add metrics for time comparison
It is also beneficial for improving energy efficiency :)
